What we found was an incorrect DNS record for autodiscover.The autodiscover record in DNS was set to their hybrid server during the time that mailboxes were being migrated to Office 365, and had never been set to “autodiscover.outlook.com”, which is the correct setting for Office 365.

The Mailbox SHOULD be in the right hand window (Providing you are in the correct administrative group, on the correct server, and in the correct mailbox store! Remember with Exchange 2007 / 2010 you create the mailbox with the Exchange system Manager anyway! On the Exchange Server, Start Ensure “Hide From Exchange Address Lists” is NOT ticked.
In addition to this there a a few methods by which your Outlook clients get the offline address book. Outlook 2003 (and older)* clients get their OAB from a public folder, Outlook 2007 (and newer) clients can get their OAB from ‘Web-based distribution’ (basically form the website on the Exchange (or Exchange CAS) server.
From the Tools menu choose Send/Receive then Download Address Book Click on OK. Then all the latest changes that have been made will reflect in the list you are using.

This is because the Offline Address Book is empty or not available.
